Sarajevo Safari is the name for an alleged war tourism phenomenon during the siege of Sarajevo (1992–1996) involving human hunting. According to the reports, wealthy foreign nationals were enabled, for large monetary fees, to shoot at civilians in the besieged city with sniper rifles for entertainment purposes.

I read the entire Wikipedia article, near the bottom, someone claims they “put a stop to it”. IN 2025. Jfc. They article wasn’t clear if they were talking about in Bosnia but it made it sound more recent than that.
I wouldn’t be surprised if something like this was also going on among private mercenaries groups in the middle east wars.
