Well, A lot of people already tried this and they, unfortunately, just took the power from someone and gave it to themself. Nearly all of the revolutions in the history started with the same idea you mentioned. But in the end, they just changed the guy at the top of the people. In example, nikolai to lenin or, to be more precise, aristocracy to communist party.
So, IMO, the problem isn’t with someone who holds the power, the problem is with the humanity. We should change people rather than states. And again, you mentioned earlier, there is fckin 8 billion people on this planet and we can’t change all of them at the same time. The evolution is something that happens over decades. But we have to, because, if there is only one person besides the remaining 8 billion, that one guy would manipulate people and seize the power again for her/his own pleasure.
Mh sorry but there are FAR FAR more, like orders of magnitude, people that make it worse for everyone else just so they can have even the slightest advantage (or even just so others have none).

Would you go regional for example each country has to pick 10 specific arseholes, or would you pick a number and pick 200 or so despite location?
And do you think there is a ranking system say politician, warmonger, Tech-bro, media owner, CEO and so on?
I think this is an actual use for AI, to analyse these scenarios and figure removing which figure benefits humanity the quickest.
