Sales taxes are regional. If she’s talking about a non-regressive tax, it could be funded with a regional $10/gallon fuel tax. That would also encourage public transit usage.
Fuel tax is highly regressive.
No more than any other sales tax, and only while one owns a car. Below that, it stops.
