From my understanding it’s aimed at companies who don’t want a full re-write of their business critical software.
There was a good case study on a regional bank in Canada spending around C$350 M trying to re-write their transaction core which was running on an old school mainframe system.
The project failed and they just went with using the legacy software and buying the latest mainframe hardware (most probably fork IBM).
These is still big money servicing such use cases.
