The bird, probably.
I was listening to a podcast that repeatedly stated that bird is the word.
Software should run on computers that belong to the government and that are located within the country, should be auditable (source-code) and data should stay within borders all the time with proper access controls.
Many people struggle to comprehend this. For them, it is all magic and fairy tales. The truth is that they are ceding control to others. Education on this matter is lacking.

Microsoft doesn’t leak anything to US government. They simple share data because they are obliged to, by US laws like FISA and .*Act
That’s why France is serious about removing Microsoft and other US companies from any public systems. The entire EU should follow. I find it nice that Microsoft is also helping with ads, like here for Netherlands.
