I don’t think any interesting endeavor (especially with any element of creativity) is that clear cut. Software in particular sits at a really interesting intersection of goal and means. Over-emphasizing one over the other introduces a significant tradeoff.
I don’t see the issue that much. It probably depends on whether you see software engineering as a goal or as a means.
